BOARD OF ASSESSMENT APPEALS

The Board of Assessment Appeals is governed by Connecticut General Statutes (Title 12, Chapter 203, Sections 12-60, Sections 12-110 to 115, Chapter 223, Section 12-504d). The BAA is responsible for hearing and deciding the appeals of persons claiming to be aggrieved by the actions of the assessor, correcting clerical omissions or errors in the assessment of taxes, adding to the assessment list the names of those who have been omitted, making a supplemental list of any property which has been omitted by the assessor, and increasing or reducing the quantity or valuation of an individual’s property as appropriate. The BAA exercises discretionary powers when it adjusts a taxpayer’s assessment, and its decisions have the authority of law unless overruled by the court. The BAA must adhere to specific procedures and exercise an impartial review of the evidence, but does not use rules of evidence in adversary proceedings.

The BAA consists of five members, each elected for a four year term.

The BAA meets several times in March to address appeals for the Grand List of the previous October. The meeting dates are posted, but are by appointment only.
